People often confuse these two procedures because they’re very similar, but they have different goals. A Laminectomy is performed for stenosis when the canal is narrow and there’s more need to make more room for the nerves, sort of like releasing a tourniquet. A Discectomy is usually performed for sciatica/radiculopathy (when the nerve is pinched going down your leg or your arm) and is due to a protruding disc, like a rock in your shoe. More simply: For stenosis, you need a laminectomy or laminotomy, but not necessarily a discectomy.
